I would say to not do this. I was in a class with this girl who did it and she had to get it all cut off because she could not re dye over it. The color just kept washing out, even though it was permanent. Bleach also ruins the hair and therefore it will not be as healthy.

No, that is very cheesey and very out. Also it will give you horribly frizzy ends. A good alternative is to bleach the "underside" of your hair. It only shows if you have a ponytail and is very cute and punky.
